No workarounds needed, just use the username & password option instead of skip option that is available while on Jio network. This is assuming you have a registered account with jio. Works fine for me on Bsnl 3G sim.

No this used to work but it does not work now for me. It says connect to jio network when I try to stream on jiotv via bsnl. I have tried clearing data, cache relogging and installing outdated apks.

Also, what's the average speed one can expect from this? Just set mine up.

That SIM will work anywhere. Speeds are highly variable, depending on your location and time of the day. I get anywhere between 15 Mbps to 30 Mbps.
