Cheapest phone that you would recommend to someone?

I have been asked to recommend a phone by someone who would possibly need to cut corners to get the phone. The question I ask here is...

Which is the lowest priced reasonably specced phone available in the market today. I am not looking at the cheapest model that would have serious compromises. I am essentially looking for a low end phone that would provide an optimal experience to a new user to smartphones.

InFocus had an ad in newspaper yesterday. Smartphones have really touched a new low in terms of pricing I guess.

InFocus models mentioned above seem so much better 😛 I wonder if recommending a Tablet is a better idea in this case. An internet device is needed not exactly a phone I believe.
