Ok this is how BSNL fooling everyone, they just reviewed STV vouchers and claiming as if they reduced call rates for free.

Ok its simple, this is a bluff by bsnl same as redefining broadband in India propaganda. BSNL claimed that it has reduced call rates upto 80% for its existing users as if they did reduction for free.
When I opened bsnl site and got this link with caption as

STV for existing prepaid mobile customer reducing call rate up to 80%
