High Latency on 1091 ULD CS70 plan

Since a week have been getting such a high ping,anyone else has the same problem?

Had argument with people at local exchange but ended in vain.....they haven't got any idea about ping....all they say 6.5mbps down is good speed.....i replied thanks for the wonderful information and hung up the phone

Those are Idiots and useless. Modi ruined the BSNL. even i got to that plan and i am from Nipani which is in the north side of Karnataka. and Mumbai is somewhat 400km away and pune is 300km and then too i get 31ms on pune at speedtest and 200ms on Mumbai .Which is a lot of way bad.
