BSNL Broadband speed not upgraded

I switched to 1445 plan and after FUP (20gb) the speed is minimum 1 mbps. But I don't whats going on with BSNL even after FUP my speed was around 1.4 - 1.5 mbps. Today I checked the speed it back to pre FUP limit. I am happy till the time I get this speed.

@Saurav - The complaint registration process is automatic but I got a call from the local BSNL and he resolved it.
Dont talk to the linesman go directly to the local office and talk to a higher authority.

Currently getting the below speed after FUP even after complaining on 198



Edit:

Rebooted my router and getting the below speed now after FUP. Don't know why it is varying so much.
