Reliance GSM Orissa - Same plan for two rates?

Came across this while browsing Reliance's plans in Orissa. Can anyone provide some information regarding the FUP or validity?

Don't have rcom gsm
Was planning to shift to rcom because, well, unlimited 3G at under a grand
btw can I apply for MNP while on roaming to shift to Reliance right (I have an Aircel number from Orissa, currently in TN)

You cannot port to rcom Orissa while in TN.

For Orissa Circle:
