Starting a local ISP

Just wondering what all we need to start a local ISP. Let me list things that we may need

2. Govt license ( ? )

From what I know,

1. A static IP

2.An access point

3. A DHCP / NAT server

Configure Internal server in such a way that upstream requests are not sent past Internal Server.

We can either choose a single Access Point network of Multiple Access Point network.
