101:Fire emergency number. Is this how is should behave?

I live in noida and on my way to office saw a tree catching fire in the sector premises itself. To make things worse there was an electric pole adjacent and flames were touching the wire. So I called up 101 from my mobile to inform about the fire. Guess what was the reply. "aapki call Delhi fire service mein aayi hai. Noida ke liye local number se call karo". Fire is an emergency should it be handled this way?
 
Completely irresponsible, shrugging responsibility of their shoulder, almost all the emergency numbers are useless! I read a news article on some news site yesterday which reported a gang of motorcyclist chasing a car on highway and there were girls in the car calling 100 and the operator was repeatedly telling them that their call is being diverted to the local police station! Ultimately some roadside workers I think came to their rescue.
