BSNL Broadband offering me a 1Mbps bandwidth instead of 2Mbps???? Any Idea????

Can someone help me configure airtel Huawei HG630a to spectra.

My current modem TP LINK WR340G WIFI is not working now. I'm planning to use my spare Huawei HG630a to configure the spectra connection. Could someone please assist me.
