What is the upload speed for Reliance Wimax ?

What is the upload speed on Reliance Wimax Broadband Connection for 600 kbps unlimited plan ?Also, does rain and lightening storms etc affect the quality of wimax connection ? Do reliance guys provide free static IP and no authentication policy with this connection for 600 kbps unlimited pack ?
