Please guys someone help me out on this. I have a fiber broadband connection in chandigarh with 6mb download and 3mb upload bandwidth plan. Speed is really good everywhere, browsing or downloading with IDM i get like 700+ kbps download and youtube videos auto 1080p without buffer. But whenever i try to download directly without any download manager like firefox or chrome the download speed i get is max 150-200 which is like 1-2Mbps bandwidth out of 6Mb i have. Tried different sites and browsers and different laptops still the same thing on all of them. Also when NVIDIA driver updates in its own application the same problem of slow download and even on STEAM gaming client the updates and all are max 1-2mbps. I dont know whats wrong cuz speed test shows ping 10ms download 6.1mbps and upload 3.1mbps. Everything ok frm ISP side too. What could be the issue? Even changed my home wifi router still the same problem.

You mean to say problem is with ISP? How would i explain this to them if i call them? Because they came earlier and showed me speedtest its full 6MB, they downloaded torrents its again full 6MB, they showed me youtube again its 6MB as 1080p 60fps without buffer worked. And what you actually mean by ISP throttling the connection?
You cannot do much. ISPs can configure their network in a way that you get proper speeds on speedtest.net and few major websites. And they can throttle other websites. TRAI requires them to deliver 80% of advertised speeds to their own networks which are usually in the same city as yours. For testing purposes, you can try if you are getting full speeds on the slow services after connecting through a good VPN. That would confirm if your ISP is causing the problems or there is some other issue.
