Thank you everyone guys who helped me. I had couple issues for last couple weeks and it's all solved now. I called my lineman and they replaced whole line and now i'm getting 8mbps speed. I'm just so much happy. I want to say thank you everyone and BSNL for it.
 
glad that it worked for you. i am still using the 4mbps downgraded line.
