Please help me Broad Band Speed is Slow

I was using the AN1020-20 modem provided by BSNL during installation.
BB Home ULD 750 Plan
Windows 7 and IE 9
K7 Ultimate Security

SPEED TEST Show Download .48 Mbps Upload 0.61 Mbps . Ping 35 ms
But I download from Microsoft or other web site 100 MB download nearly 50 Minutes

I use SG TCPOptimizer and also check with another system.
Change Modem and Splitter no use.

ExChange is nearly 2 KM

Please help me what's the problem for me.
