MTNL broadband Speed Issue Complaint (Downstream is set less)

I am on the 550 Rs 2 Mbps till 8GB and then 1 Mbps plan of MTNL Mumbai. The downstream in my model is set at 7xx Kbps and hence I never get more than 0.7 Mbps speed.
It has always been like this.
Where do i complain for this speed issue ? I tried 1504 and they gave me a prabhadevi number 022-24361221 which no one picks up.
Does anyone have any other number where the person can understand my issue and fix it ?

Keep trying between 10AM-4PM...... They will pickup eventually......

Ok thanks. As of now I cannot call 12540 since I am not in Mumbai but I can try the other number. Will see tomorrow. thanks.

Have you ever called them ? If yes then how they are ? Do they get what you are saying or are clueless ?
 
12540 guys are pretty helpful. You can expect the speed to change within 10-15mins of your call.

Post your current line stats too. Its possible they've set the downstream low because your line isn't good enough.

The thing is that once they did set it to 2048 kbps and I also got that speed. Just once. But then i had to disconnect for some reason and after reconnection it was back to 7xx speed.
 
Guys found something. It is not MTNL at fault but my line(s) in my house.
Now let me explain and also please help me answer my doubts.
Now I have 6 parallel lines in my house.
3 of them are in main living room itself.
1 in another living room
2 in each of the bedrooms

Now here is the scenario

Below line 1,2,3 are in same room.
Also speed mentioned below is downstream as I see In modem page.

Line 1 - speed is around 700 Kbps
Line 2 - speed is 1300 Kbps
Line 3 - INET light refuses to come

Line 4 (another living room) - INET light refuses to come

Line 5 (Bedroom 1) - Downstream 2048kbps which is best and expected to be this everywhere.

Line 6 (Bedroom 2) - INET line refuses to come

Now I cannot connect the modem in bedroom else I don't get signal in main living room. Best bet for now is connecting in main hall where I am getting 1300 Kbps.

Can anyone help me demystify this mystery and suggest anything I can do ?

PS: telephone is connected to only 2 of these points. Rest all have nothing on them.
 


Are these lines fed from the same source?

Are the lines split using a splitter? Is there a splitter/filter before each telephone?
