So Nokia would be releasing next Firmware Update known as Nokia Blue for WP8.1. Nokia Black update was released for WP8 Update 3 (aka WP8 GDR3). MS had given code name Windows Blue I guess for Windows 8.1.

"Sort it out faster because the new firmware coming soon - Nokia Blue».
Source - more than respectable. If only Nokia decided not to make a joke, we already know what the name for the next Black firmware for Windows Phone 8.1-smartphones Lumia. Of course, while it is impossible to say anything that will function for Nokia Blue. Will express only the hope that, by analogy with the update Windows Phone 8.1 will be truly meaningful and will please fans Lumia many innovations.

I guess some handsets would be announced/launched in April with WP8.1. MS has perhaps code freeze for WP8.1 and its ready to release as per news on some website.

WP8.1-based Nokia Cyan update rollout begins - GSMArena.com news
It appears that the update is rolling out in stages and right now selected users in Taiwan, Spain and Finland are getting it as a part of some sort of pilot program. If they don’t face any issues with the new firmware then we can expect their compatriots to join the fun, with global availability of the update to follow shortly after.
...
Nokia Cyan extends with Creative Studio app, Bluetooth 4.0 LE support and ingrained display controls. There are even more updates, but those are hardware specific and won’t work on all devices.

Dev preview is from OS provider Microsoft, so it is independent of handset model.
Lumia Cyan is from OEM Nokia (which is also now under Microsoft 🙂) But Cyan is modified for optimized performance of each Lumia model.
