IS MTNL Delhi throttling upload bandwidth?

Whenever I upload any file to any server, i get upload rate of 15-16 KBps. However if i start uploading another file, it starts uploading at 13-14 KBps.(so total around 29-30KBps) So is MTNL restriciting upload rate per connection to 128 kbps?Also weirdly some uploads start at around 25-27 KBps and after around 500-600KB is uploaded, get restricted to 15-16KBps.I see it when a single connection is made. With multiple connections, the problem doesnt seem to be there.
 
Its usual to get upload speeds of 13KBps when starting the upload.. but it will stabilize and then the average upload will be your advertised speed. This is what i have noticed in BSNL.
 
well it would also depend on the bandwidth of the server on which you are uploading. You should get the maximum upload speed on servers like link-removed.com
 
single connection upload speed is around 128 K to most sites...however i get good upload speeds when i do video conferencing and also when i upload to my own FTP server which is hosted on a home ADSL connex abroad.so i dont think MTNL is restricting the speed coz if they were, then i would not have got good upload rates in the latter two instances mentioned above
 
But interestingly when I upload to my private ftp server from my MTNL connection, I get 128 kbps whereas When I used to upload from one of my relative's connection ( which is a 384 kbps upload) i used to get around 45 KBps.Probably they are throttling mine connection onlyWhat upload speed u guys get on link-removed.com
 

Its definitely being throttled. I have tried multiple sites including link-removed.com/link-removed.de , my own personal ftp server etcIt stays 27-28 KBps for few minutes after which it goes to 16KBps. And yeah its a limit over single connection. If i upload multiple files , i get ~27KBpsAnd now I am on tri_199 and still the issue is there.Anybody else????
