How to check the mobile numbers allotted on my identity proof?

A lot of identity proofs of people are misused for taking mobile conections. And this is causing trouble for many people as these numbers are used for illegal activities and terrorism.My question is how can we check the numbers alloted on our address to terminate all illegal connections?Is there any way to do that.?
