You will get the same speed as before and only you will get more high speed data as compared to previous plan because the line stats remain same as they have nothing to do with the plan as you have high attenuation because of distance from the exchange and the maximum speed you will get is 4 or 4.5mbps.

Currently Im getting 6mbps speed in a 10mbps plan
Earlier I got the same speed in an 8mbps connection I also got the wire from the Junction to my home changed twice

Should I talk to the Telecom officer as my neighbor gets a downstream of 10000kbps(675 plan) or should i change my modem.

Its impossible that someone with such an high attenuation rate is getting 10mbps,you may recheck with your neighbor and tally his stats with yours.

I went to the Local exchange office
According to them the wire(underground) from the Main exchange to my house's junction box is faulty and old (and cannnot be repaired).
The person living 50-60meters away from me has a less attenuation and high SNR(I dont know how cable management has been done)Cuz the underground wiring of his junction is good..... these were the words told to me by the SDO in the office.
He also told me that if they increase the downstream the SNR will go so low that there will be frequent disconnection.

I dont think that I can ask them for the repair of the underground cable or anything... btw any suuggestions??

The best bet is to talk to your local lineman and pay him some amount for putting your connection on a good pair of the cable or a different cable.

Called the lineman and told him abt the problem also offered him 200-300RS but he refused, telling me that BSNL will not provide such a long cable to connect different Junction box to my house
I requested SDO also but he showed little but no intrest in taking any action
He was like "Nahi kar paayengay 6-7 months ke baad FTTH aayega use laga lena"

if you don't have any other isp, you can offer to buy your own cable and don't offer more than Rs 100 if he cannot arrange cable.

Else wait for ftth or try some other isp

I think that the best option is to change the ISP
there is an ISP in my region which provide 30Mbps unlimited (up and down)for RS 599
But my Dad dont want to change it cuz we have BSNL connection for 6-7 years.
