I would suggest you to buy an used or refurbished cdma smart phone from ebay international. You will have more choices for $200. Register it to reliance. TATA Docomo cdma don't register imported handsets to their network

Spice D88n if you can find it. Pretty good but just for voice. Both SIM is active and can receive calls simultaneously. I am using it at home for last 4 years. Cost around 7K when I purchased.
