Buffering and packet loss on Excitel Broadband

I have been using airtel for more than 5 years now but when I saw excitel offering 50mbps p2p 30mbps plan at 1699 I got excitel as well. Now the issues I am facing currently on excitel ISP are:

My current excitel plan 1699- 50mbps p2p 30mbps, airtel- 16mbps 200gb fup

1. Netflix is messed up on excitel, it doesn't load and picture quality is really bad whereas on airtel 16mbps plan it runs smoothly and on HD.
2. Twitch.tv is an another popular live streaming site that also I am not able to run well on Medium/High/Source quality(constantly buffers) whereas on airtel it runs smoothly without buffering on Source quality.
3.In Games like cs:go I experience constant packet loss of 5-8% which was not the case with airtel.

This issue is not because of peering as airtel provides dynamic ip and not pppoE. So,according to me this problem is on your end and needs to be addressed as soon as possible. If airtel 16mbps can run netflix and twtich at best quality I expect 30mbps excitel can run it also but that's not the case here .

I have also posted the comparsion of both the isps and there you can see the net usage in task manager.
Internet comparison

Things I have tried:
1. restarting router
2. connecting it directly through the cable and not using the router
3. tried disabling anti-virus
4. google dns

UPDATED- ss of fast.com excitel- fast.com excitel
airtel - airtel

Netflix used to give me 3-4mbps in early days but it improved to 15mbps later on. I think another user has mentioned about Twitch issue.

yea it was me who mentioned the twitch issue. ashish is my friend and i told him to post here.
i tired fast.com just now and it gave 9.0 mbps while im on 20 mbps plan .
regardless i truly believe there is a major routing issue with excitel . like no other isp has these issues . on my previous isp fast.com gave me 2.8-2.9 mbps while i was on 3 mbps so it was good

i recorded a quick video of me trying to watch streams on twitch but its buffering all the time. html5 or flash doesnt matter it just buffers. also fast.com giving terrible speed .
couldnt record the constant 1-5% packet loss that i get in online games.
@philip marlowe can you see this?
earlier i thought it was me but now my friend is also having this issue.
i dont know whats wrong like excitels routing is bad or this is a issue in south delhi only , i dont know.
can you please do something about this.

Twitch was f%$ked up on Excitel since nov2015 and they don't care about twitch.tv.....so don't complaint.
Only 5-8% packet loss in game ??? count yourself lucky.i am experience upto 20% on shitty excitel.....
Cheap service come in cheap price so comparing Excitel with airtel is not fair......
Excitel is ship of pirates ..do piracy as much as you can ...this shit is not for flawless multiplayer gaming..............
For example : In Paladins SOuth asia server: Exictel give 120-160 ping and Airtel give 60-80 ping while Mtnl: 165+

Amaze to see people getting 15mbps on fast.com on 20 mbps connection....i never see more than 3.7mbps on my connection.

If Excitel is giving speed till other indian servers, problem is with Excitel's parent (RCom or TCL). Ping from Excitel server to others is also not dependent on Excitel. You can check where packet loss is happening with traceroute. Or maybe it could be due to bad wiring if it's in all sites?
I think these routing issues happens with RCom only

wow but why didnt nobody raised this issue before? i mean the problem is massive and it needs to be fixed. if its a routing issue then i would like to be switched over to other route like r19 said rcom or TCL .so if its a issue with rcom routing ( assuming im on this route ) i would like to switch over to tcl or vice versa.
i spend a good amount of time watching streams on twitch . and 20 mbps not being able to run it on source is just pathetic. i mean whats the point of getting a high speed internet connection . not everything can be downloaded and not everything can be peered. giving excuses like we are getting peering with netflix so fast.com issue will get fixed or twitch is not agreeing for peering implying that this buffering issue will never get fixed?

packet loss i believe is due to some inefficiency in lco's network or somewhere along the line.

this is the response i got from twitch support. they are telling me to change my dns. now how can i change dns on pppoe :/

Same problem here, buffer time never goes above 10 secs, and maybe a 5-10 minutes later the twitch stream just shuts itself off, have to refresh the webpage to start it again.
For me fast.com results vary around 1.5-3.0 mbps on 7999 plan.

Working fine for me. Also twitch is working without any lag.

I had an Excitel connection with RCom which was giving packet loss after the packet traveled to RCom, and before it went to RCom UK. But I never had such low speed ratio constantly. Sometimes I used to get around 2mbps on 5mbps connection to American servers but mostly it was above 3. One thing you can check is speed to American server in Speedtest.net and using direct downloads as speed benchmark. If both aren't that low, maybe issue can be with Netflix and Excitel's provider. Also if there is no packet loss till Excitel server, issue is not with LCO or Excitel line.

To change DNS, just google change change DNS plus your OS.
