BSNL Broadband Pune : Has BSNL downgraded Speed of HOME COMBO ULD 1350 to 2Mbps

Hi All , There was a plan called HOME COMBO ULD 1350 with 4 Mbps till 20GB . Has BSNL downgraded the speed to 2 Mbps for this plan ?? .. i called the exchange and they said the HOME COMBO ULD 1350 is 2 Mbps till 20 GB ?????? i distinctly remember that this was 4Mbps .. The BSNL Tariff site is also not accessable for me now for some reason ..any inputs on this fellow broadband users ??

my fup kicked in on 18th,till then i recieved 4mbps speed only
