Upload speeds in BSNL capped?

Are the upload speeds capped in BSNL?If I go in for the 256kbps plan (2GB per month) ..What would be my download speeds and upload speeds?

in general , upload speed is one fourth of download speed .Dataone home 500 plan has a data limit of 2.5GB / month .its official download speed is from 256kbps to 2 mbps . theoretical upload speed can be from 64kbps to 1/2 mbps .
