Indian government delays implementing 2mbps as minimum broadband speed till 2020

I don't know what happened with TRAI deadline of minimum Broadband speed of 2 Mbps by 2015.

Now TRAI promises 2 Mbps minimum speed by 2020. This is outrageous though i expected it. I knew 2 Mbps wasn't gonna happen in 2015 but i expected to be in 2016. Or by 2017 at the very extreme.

But 2020 is just unacceptable. And what is Modi doing? Is this how he will bring digital revolution in India?


TRAI on Friday reiterated the plan to have a minimum speed of 2Mbps on broadband for 600 million users in the country by 2020 as a part of Prime Minister Narendra Modi's Digital India initiative. The plan also envisages that a speed of 100 mbps will be made available on demand.

TRAI's latest recommendations suggest that by 2017, 175 million broadband connections have to be established. Additionally, broadband access for all village panchayats through a combination of technologies was supposed to be started in 2014 and progressively reach all villages and habitats by 2020.

However, as these targets were on the basis of the national telecom policy, some of them had not been achieved.

TRAI made these recommendations in a paper titled "Recommendations on Delivering Broadband Quickly: What do we need to do?"

The paper reveals some disturbing facts. For instance, it says, "India ranks 125th in the world for fixed broadband (BB) penetration with only 1.2 per 100 inhabitants having access to fixed BB; the global average is 9.4 per 100 inhabitants."

With regards to household penetration within developing countries, India is ranked 75 with only 13 per cent penetration. It has also been pointed out that India falls in the category of the least connected countries that fall within the low IDI group.

Some other important highlights of the conclusions include the suggestion to "align spectrum bands with globally harmonised bands to achieve interference-free coexistence and economies of scale."

Also, there are points that propose auditing of the spectrum allocation, a roadmap for spectrum management, consumer awareness programs for the latest information on EMF radiation that stems from towers and time bound clearance for the installation of towers.

Lastly, the conclusion also states that cable operators should be allowed to be function as resellers of ISP as they can take advantage of their cable network to provide broadband.

TRAI is currently in the middle of a debate around the concept of net neutrality. In the case of net neutrality, its stances has been slammed by web users and net activists.

Idiots are not even focusing on the reliability of these connections nor the availability. I live in Pune and also the municipality corporation building is barely 200 metres away from my home yet many major ISPs do not have service available. The ones already available are not very keen improving or repairing existing cables used.
 
TRAI can never enforce good QoS. Its too difficult to do that in India.

At least it can set some minimum standards. Many of us (specially the ones living in cities with some sort of reliable connections) were waiting for TRAI to raise minimum speed to 2 Mbps shortly. But now that's not gonna happen.
 
What's the point of having a 2mbps connection which does not work most of the time. QoS should be monitored by TRAI .
 
You're a disgruntled customer of certain ISP. Your concern about QoS is valid. But TRAI cannot micromanage and maintain QoS standards for ISPs across India. At least not in its present form.

TRAI is a regulatory body. Its NOT a law enforcement body. Main task of TRAI is to drafts guidelines and policies. Its not a competent authority for grievance redressal.

In its present form. The best TRAI can do is to set certain standards. Like TRAI raised minimum speed of Broadband to 512 Kbps last year. And if you're a disgruntled customer, you need to approach consumer court for action.

If my Airtel connection is not working and their customer care is poor service. TRAI isn't gonna come to rescue me from all these troubles. TRAI isn't your customer care/technical support. I wish it was.

And TRAI regulates QoS by setting minimum standards for operators, not by acting as Watchdog/Competent authority.

For e.g - If you're getting too many unwanted ad calls on your mobile. TRAI's guideline to telecom companies is to implement DND database program. If you think telecom company is charging too much for calls, TRAI can set certain maximum call rates. Operator can't charge beyond that. If telecom companies use unfair/deceptive ad practice to lure customers, TRAI can issue guideline against that & even block those deceptive advertisements.

But TRAI doesn't micromanage QoS of telecom companies. Like if your mobile connectivity is not good in certain areas, the customer care has poor service, Billing system is unfair. Then don't expect for TRAI to act like a "Darogha" to enforce Telecom Acts and relevant laws.

What is TRAI? TRAI comprises of technocrat Babus whose job is to draft policies. Not to run behind every culprit Telecom operators who don't implement those policies in good faith.

TRAI stepped in when portability was a issue. When mobile operators denied large no of port out requests on invalid grounds TRAI did step in to reign the operators to not to reject requests.
 
Well some states like AP, karnataka are already getting dream plans from majority players, even from BSNL.
I dont get it why it cannot be applied pan india ?
