ACT fibrenet Speed is not consistent ?

I am on Act Strom plan which is 20 mbps the speed is quite unstable, with my previous 10mbps connection from different ISP i used to get 10 Mbps consistent speed while downloading from you tube but on Act seems like my speeds goes from 10 Mbps to 5 mps and stays on 20mbps for few seconds and goes down to 15 mbps ,I don't think the issue is with the wifi modem as i was able to get 10 Mbps consistent speed and due to a technical glitch i got 20mbps consistent speed one whole day but on Act fibrenet speeds are really unstable even through lan,so do other people facing the issue ? my connection is 1 week old

it is happening from last 2 months out of india websites are very slow, infact bsnl is much faster the act 20 mbps line. the upload to Dropbox has become very bad

only the night times the speeds are consistent but rarely hits 20mbps ,during daytime only 10mbps
