MTNL 3G speeds capped?

I have been using MTNL 3G in Delhi for about 2 years. Initially, I got speeds upto 2mbps on the connection. But from about 2 weeks, I am experiencing very slow speeds. The connectivity is good, but the speeds never cross 350kbps. It looks as if the speeds have been capped.

I contacted the customer care and he asked me to keep my main balance above 5Rs. to get good 3G speeds. However, even after recharging the speeds are the same.

I am using a Huawie E303C data card. The APN is : mtnl.net.

well there is nothing much you can do, been having the same problem since nov and after calling nearly every one on mtnl web site , the dgm and agm's and gm's got through to some one who happened to know wtf is going on, apparently some areas in delhi are under capping am in central delhi which is huge and is capped , some upgrades were pending which were never implemented, this being mtnl so they decided to down grade the speeds , now i was told this done in some areas, you can call on this number 011 24325665 this for GM mobile ask for Pankaj he will have some one call you from tech when you are connected to net that person will see in real time where you are and would be able to tell you if you are capped plus they have no clue if it is ever going to be fixed and down grading of speeds order came from 'management' don't bother with 1503 they have no clue on what is going even the nodal officer has no idea .

get a wireline even i did, getting mtnl to rectify something is nearly imposable .
 
The original APN ie. 'mtnl.net' connects me to a server located in Maharashtra. The connection using this APN is intermittent and has high ping (around 350 ms).
When I use older APNs like 'gprsppsdel' or 'mtnl3g', the connectivity is better and ping is much lower (around 100ms).
The speed is same and capped around 400kbps.
I talked to the number @tailon provided. He had no clue about the speed cap issue, but provided me with some numbers to ask about the issue I was having. I am going to call them in a while.
I think MTNL is having severe technical issues managing connections to their new "common" APN.

Playing around with traceroutes, I figured out that servers at 115.254.111.146, 115.254.111.158, 115.248.212.246 were dropping packets for my connection.

A quick WHOIS lookup returned that the server was located in Mumbai, hosted by Reliance.

This is getting interesting!

call at this number 011 23237198 ask for jagdish , very nice polite chap tell him you are having your speed capped all over delhi , otherwise he will just say that it is server issue, he will then have someone from tech call you , you grill that guy and he will tell you the whole thing. and then go back to gm's office and lodge a official complainant there , this the only to get it resolved if enuff people complainant to gm mobile section. yep i traced route also and also getting the same servers hosted by reliance.

edit : in short what they have done is that you get H sign when you connect but you don't get HSDPA speeds , it is basic 3g speeds without H , this in short kinda cheating the customer either they should put it in their website that their is a problem so ppl don;t waste money on a useless data plans of 1650 or even 5000k one for one year !!
