Exatt sometimes has problems with XP's driver for some reason. Try downloading cfosspeed (
http://www.cfos.de/download/download_e.htm ). It's a driver that will install itself over the XP traffic shaping driver. Not
Microsoft certified of course, but I had the same problems you're facing with exatt and since I installed cfosspeed, my speeds have returned to normal. I've been using cfosspeed for the past month or so. It's a great little tool for traffic shaping. My speeds have significantly increased by a good 4 KB/s

your cable wallah is surely bullshitting you,I had similar problems with many of my past cable wallahs
Well to start with most of these problems are due to faulty or poor standard equipment used .
1.check if your cable wallah is using 2 pair or 4 pair cat5e cable for main line ,if using 2 pair ask him to change it to 4 pair cos 2 pair is ment only for last distribution to desktop and not hub to hub or hub or to switch also check the distance from last hub or switch to your desktop ,it should not be more than 80 to 90 m(max 100 m).If more try taking a shorter route or ask him to use a hub/switch in b/w.
2.Try convincing your cable wallah to use a switch(possibly of a good quality like
Netgear or
D-Link) instead of hub as last distribution point.Actually there should be switch after every 2 or 3 hubs.
3.Your cable wallah needs to check all hubs and switches from the last Ok connection to your desktop for any possible sourse of collagens. If not solved request customer care at exatt to send somebody to check them.Well actually when i was with sify they used to send there engineer to my place ,who used to bring a
laptop with them
to check these things as it really helps. Not sure if exatt offers this service.
4.Ask your neighbours from same hub or switch if they are having similar problems ,if not then the only thing to be done is to change your cat5e cable or your lan card.
5.Last but not the least use a good quality firewall like outpost / kerio /zonealarm .check the logs and if you find some ips costantly bothering your firewall ,complain about the same to your cable wallah or exatt, well many a times some stupid persons unknowingly leak viruses into network or are uploading too much due to faulty LAN cards or OS.
Now the reason why such problems appear mostly at night is
1.Heavy traffic at night
2.Your cable wallah is attending to similar complaints from your neighbours at day time(like faulty switches etc, many a time switch needs only a restart to function normally again) but he has no staff at night.
3.some body using intranet sharing at night it sucks bigtime.
If these problems are not sorted out quickly then they will definately appear even during day time ,I am sure then your cable wallah will definately act fast then.
