MTNL Broadband: Problem opening popular sites like Gmail and YouTube

No Youtube on MTNL broadband since last 2 days. Crap.. youtube isn't working on MTNL broadband. I connected my reliance and it worked perfectly. I checked with airtel 3g.. again worked fine.. back to mtnl broadband.. no video on youtube..
 
Must be that MTNL might be saving their bandwidth hehe

I recently got MTNL, and i m using a 2 mbps plan, but am facing some strange issues with it like some times many websites like gmail,youtube etc doesn't open have to re load the page several times to open the page.
I already changed my dns settings from mtnl dns to google dns but still no luck 🙁 .
Another thing is that many times i dont get promised speed i.e 2 mbps ,sometimes i get 512 kbps or 786 kbps it keeps fluctuating .
These are some statistics
SNR Margin (0.1dB):313down stream/309 up stream
Attenuation (0.1dB):180down stream/0 up stream
Attainable Rate (Kbps):
22008 down stream/ 2467 up stream
Please advice friends 🙁
 
Have you been seeing stupid popups from MTNL appearing at the bottom right?
 
SNR and attenuation are great. This seems like the Alcatel issue. What are the first six digits of the IP address?
