FTTH 40 Mbps via VDSL (MTNL Mumbai)

This particular (highlighted) point under terms and conditions of FTTH plans caught my attention.

So I went to the Prabhadevi Telephone Exchange to see what it means.
It does mean that 40 Mbps FTTH plan can be provided on VDSL connection. They have the MDU which is some kind of splitter which takes in a single Fibre and splits it into several output ports which are compatible with our standard telephone cables. (Something similar to FTTC)
Now the big problem: Such setup works only on New Alcatel ports. That's the way it has been configured at server end. There is no way (according to the server guy) to get the port changed to SOTL. I was very interested until he mentioned this crucial point.
But anyone who is already on ADSL/VDSL, 182.56 IP series and lives close to exchanges can opt for it. So technically it is possible to have 40 Mbps on MTNL without FTTH. But due to New Alcatel, the experience will be very poor. (Frequent timeouts, aggressive throttling, etc) I will go there again to get confirmation from them after a week if they can switch to SOTL later.
 
So can i get fiber thrill 1050 with this MDU concept??..or just it is for 40 mbps plan??
