Why is my BSNL EVDO data card speed very low?

Hi, Friends
After reading lot of about BSNL EVDO data card, i decided to buy one. After registering on UDAAN portal for new EVDO connection, i received msg with BSNL SDO number.
I called to SDO number, he told me total cost would be 2085 Rs. he also told me that EVDO service is available in your area & surely you will get 3 Mbps speed.
I confirm again about speed, but same thing he told me again.
On the 5 May 2014 i purchased the device and got activated on 6 May afternoon. They provided me modem imported by Teracom Ltd. Goa., Rev A, 3.1 Mbps speed. Model--T-U500.
Now i am writing this review with a pathetic downloading speed. i am getting only 20~40 KBps (IDM), what the hell!
i am getting always 3 EVDO signal, i don't know why speed is too slow?
so, On 7 May, i again went to BSNL office and met SDO, told him speed problem. At the BSNL office device showing full signal(5 Bar) but same speed was coming in bsnl office. he tried with different new modem, but nothing happened.
so, please is there any who can give any solution! or any person from Modinagar, GZB, U.P.
using BSNL EVDO, please tell me are you getting same speed?

i would rather say u are fooled by these bsnl ppl and evdo could reach a threshold speed of 2.8 max. Regarding connectivity its around 1mbps day and 1.5 -2mbps after 2pm that too u need to adjust modem to get that extra mbps

For BSNL EVDO, even with full signal you can get low speeds, There are couple of things the speed is dependent on, no of users in your area, signal quality and signal strength. Any of the 3 factors can cause a low speed. Have seen many places where every with 5 bars the speed is low. Also depending of the time of day the speed fluctuates also. During the day it is low as users are high, at night it would go up to 1 or even 1.5 Mbps. Also some locations you would get good speed and at some it would be poor.

After searching on web, i found email id of AGM of Meerut & Ghaziabad circle. And i wrote a long compliant letter,
Now, my downloading speed has increased but not as i want.
I am getting now 70~80 KBps, sometime it goes to 100KBps, But it's still under 1Mbps..........
