ACT JB box concern

Hi
I am taking a new ACT connection and was told that a JB box will be installed in my apartment and power will be taken from my meter. I have never heard of such an arrangement before but nevertheless agreed. But now i have second thoughts on this! I have 3 questions:
1. Any logical reason as to why ACT installs JB box inside apartments and takes power from customer (this is even weirder part)?
Sorry for being sceptical but i have seen no other company do this.
2. Any guarantee or anyone checked that the JB box will consume only 2 or 3 units as they promise?
3. Does the backup battery last for 4 hrs?

Not sure about the power consumption but in Bangalore, they have done it in almost all the places. Customers who provide power to the box get some discount on their monthly bills. Batter backup is good but not sure if it lasts 4 hours or more or less than that.

I have ACT and for me the JB is installed at my house and power taken from my line. Not sure how much units it consumes, but I get a discount of Rs. 45 on my monthly broadband bill due to this. Have not noticed much spike in my Electricity bills after installing this. Probably I need to check how much Watts the JB is.
Yes it used to last for 4 hours earlier, its been a year since its installed. Nowadays I couldnt check since the power never goes off for more than 4 hours at my area.
