What does throttling 3G mean?

So I'm getting a CUG plan from Vodafone, and it offers 750mb throttling 3G.
What does throttling mean in this context?

Throttling means reduction of speed.The speed will be reduced to a crawling 64/80 kbps once you have consumed your 750 MB quota. Check the fine details it's the so called FUP.

I hardly use 500mb per month these days on mobile.

Even after 750 MB. You can latch on 3G and enjoy the ultra low latency than 2G. Although speed would be throttled to 64/80kbps. But it does the general tasks quite faster.

After 750mb data consumed 2g will be unlimited or I have to pay for it?
