Problems Porting my Number to BSNL

Hi,
I am using VODAFONE network, and in my area we are facing network issue (even my friends and colleages), when on a call every 10 seconds the sound goes OFF for about 20 seconds.
Getting totally frustrated with it, i planned to go for Number portability to BSNL Network.
I went to BSNL office (10 kms from my place) I filled all forms and submitted the proofs ( i am from Andhra Pradesh, currently living in Bangalore).They didnt accept the Proofs from different state, they said they need proof of residence in Bangalore, i asked if i can submit my owner's Electricity Bill, they said Yes.
So i went back (10 kms) took electricity bill Xerox copy and submitted them, but this time they needed a signature of my Owner on it.(couldnt they have mentioned this earlier ?)So again i went back (10 kms) got the signature on the Xerox from my Building Owner.
As if it was not enough, they asked me to get my building owner's ID Proof.
That was it, i really got pissed off. I finally went back and ported my Number to AIRCEL network.
I wanted to know, is it really this hard to port my number to BSNL ?Why are they treating the customers like that ?
Do i really need to submit my local residence proofs too ? ( I submitted my Passport, License and PAN Card, but still they were not satisfied).
 
Bsnl/mtnl are very particular when it comes to ID proofs. Yes, local proofs are needed.
 
I successfully ported my Vodafone number to BSNL, but it was hell of experience at BSNL office. The officer at office (old lady) was very rude. She processed only 1 form at a time, and that processing took 10-15 minutes. First time I waited for 45 minutes, then finally left office. Next time too, I waited for 15 minutes for my turn. BSNL officials are very particular about all proofs we submit and check thoroughly. Finally after submitting all documents, I got my number ported in 7 days.
(and now I am waiting for 3 months to over, so I can port out of BSNL to some other operator as BSNL has very less 3G signal in my area)
 
The people who misuse the network continue to do so very easily, the real problem is always for general people.
I have 2 points to say :
1. The person who really want to buy a SIM to misuse or do illegal works wont be using Number Portability, he would rather buy a new sim card, and i am saying this because Buying a New SIM (even BSNL) is very easy, they are not asking local address proof for New Prepaid.
2. If some one wants to PORT their number to BSNL, that means he is a genuine user and is attached to the number and so the portability shouldnt be an issue (with local proofs), because they can refer the usage history from the previous network operator.
