BSNL‬ introduces inter-state mobile number portability facility (?)

Poorly framed. They've used the word 'city' and could've written inter instead of intra by mistake. Else, it'd have been all over the news.
 
So what does it mean? I can move to another city and retain the same number? Isn't that already possible? I am confused 😀
