Act Ip address type and few other Q's?

Hello.
So finally, after talking to local cable operator (Hathway) (who refuses to provide internet connection in my area) and ACT, who finally agreed to provide a connection thanks to Hathway's refusal.
The sales rep collected documents for the connection.. however he was not able to answer few of my query's....
Q: Does act provide a internet ip address or does it provide a local IP address?..
I mainly need this information for hoisting test application on the internet (web based)..
I was also told that there would be a login id and password which has to be entered on to a browser. is there any way i can over come this?
Q: the rep told me that he would have to install a black box (A4 size) but was clueless about the power ratings. . Any idea how much power it would consume?
Q:is it normal that ACT would take one months advance? (subscribed to 999 plan, rep took same +taxes)

ACT provides dynamic IP. It is internet IP. IP changes in following situations 1) Every time you log out from the portal 2) Once in 24 hours if not logged out 3) whenever you restart the router if you have configured a router.
Yes there will be login ID and password. If you are not using a router, you need to login to the portal to manually login. If you are using a router, you can select PppoE mode in the router. If you select PppoE mode, you don't have to go to the portal to enter username and password everytime.
Don't know about the power ratings. I heard, for the entire month it will cost you about Rs50-Rs100
Yes, ACT billing is prepaid.
 
I have been getting the same ip address from last 8 months..it never changes...dunno whether it is static only for me or for all the users...
