Proxy Blocking And Other Issues On Metro Ethernet

I have the Business Plan with a Static IP address in Mumbai.
Ever since it was installed I have been having reachability issues with a few web sites and am wondering if there is a transparent proxy somewhere in the path that is blocking access.
First I could not access the My Account page from the Tata Indicom Broadband home page.

It took one week to fix that. However I still am not able to get to www.t-mobile.com. Is there any Metro Ethernet user who can get to this web site ?
Other isues unresolved:
a) My static IP cannot be pinged from the internet :-(
b For some reason a router/NAT box does not work. I have a Linksys, configured the external port with the static IP address and parameters, but cannot ping the gateway from the private address space.

use http://www.theproxyfree.com/ to surf sites if u cant access... also surf on google and get proxy surfing site...

use different proxy surfing sites... if u cant access by one site..

also press Ctrl+F5 for refresh by root...

and always repair connection after sometime...

also there r sites, which give u high speed proxies, but they r paid...

Thanks for the proxy free sites. However, they still do not address the central problem.
Why is there a transparent proxy in the first place ? And is it legal to block sites that are not objectionable ?
For example www.t-mobile.com ??
