Actually, their are plenty of cyber laws, just not the will to enforce them.. and considering the number of cases pending in india, i don't think that is a bad thing 😛 catch the murderers and the rapists and let us download in peace.. 😛 and btw having a dynamic ip while downloading torrents does pretty much ensure that you can't be caught.. stop spreading FUD.. tracking down a dynamic ip for downloading torrents and that too in india? i would say a pretty long shot 😉

DYNAMIC IPs can be tracked...
Suppose you are downloading a file from a server at a specific time. The trackers will just have to see which ip has downloaded that particular file and at what time. This information is available at every servers. They can keep log of every clicks that we do on a webpage. In the case of torrents its a little different. They can't track your ip when you are offline. But they can surely track you when you are downloading/seeding a torrent. They just need to look up the ip address and the time. You can get the list of ip addresses which are downloading/ seeding when you are into a torrent (from the peers/seeders list).
With this info they can enquire with the ISPs, which user was using this particular ip at that particular time. ISPs have the ability to do that and they can easily track out a particular user. ISPs have details of logins from different users at different times in their logging system. So tracking dynamic ip is not very complex...
This can only be done through legal measures and no lawsuits have been assigned to do this in India till now.
If anybody has any other view regarding this then feel free to criticize.
