Dont know abt peering status of tata but they do have intl presence thru tyco global networks and teleglobe.

With MTNL, you get full speed even for a single TCP connection. Only control is through ADSL line limits. If someone syncs you at 1 mbps, you will get that speed.

I have 512 kbps line from MTNL single TCP stream speeds max out at about 300-315 kbps
