Create a new APN and put in these values it worked for me
Profile name: MTNL3GNumber to dial - *99#APN - mtnl.netUsername - mtnlPassword - mtnl123
Profile name: MTNL3GNumber to dial - *99#APN - mtnl.netUsername - mtnlPassword - mtnl123
