You people are confusing with govt's version of CAS (they meant digital cable TV) with technical term CAS (Conditional Access System). What govt wanted at that time when CAS was planned for Metro cities was that more and more people are encouraged to get Digital cable and abandoned Analogue cable system, because Analogue cable system is not proper addressable system, hence Analogue cable operators were cheating with actual number of subscribers. Since Analogue cable operators were never reporting actual number of subscribers (they might be reporting just 20-30% of actual subscribers they had), so they were paying less tax and paying less amount to Pay channel providers. With Digital Cable, each subscriber would have unique ID and can be tracked for his record (about channels subscribed). This would bring transparency in Cable operations about number of subscribers operator is serving, and also channel providers would get actual number of subscribers to their respective channels. Now about less price for channel. This I guess was again plan by govt to lure customers to Digital cable, but practically its not possible for channel providers to provide channel at such low price (imagine Star Plus and Star Cricket is priced equal, is it possible as content price of these channels has huge difference 🙂 ).

In past 40% revenue come from channel subscription rate and 60% from advertising. If you are correct only about 20-30% subscribers shown by operator. then with this new system they can provide channel for free. But the question is about intention?

You forgot to mention foreign provider of STB & encryption software of CAS. This is the biggest impact on our ruppes against the dollar.

Yes. Thats the reason some paid channels turned in to Free channels in CAS region few years ago. 🙂
If channels intend to keep channel's cost less, they can do that.

STB hardware would be costly, but again not that costly. If people can afford mobile phones, they can also afford STB. And encryption software etc can also be made available by Indian companies. In fact most of leading Encryption providers are based in India 🙂

Agree that cable operators were cheating both government and channel providers... but that was the only reason subscribers were getting all the channels amount ranging between Rs.150 and Rs.250. This change is designed for media morons.. now they can earn money from every corner. Still we cannot expect them to follow 12 minutes ad break per hour because they are earning more with subscriptions.
