bsnl 3g abysmally low!

I reside at Uttarpara area in the Hooghly district of WB. I took bsnl3g connection to be used on my Huawei datacard. My hopes about bsnl were dashed. Connection is hardly available. When available it is very unstable and average speed I get hardly exceeds 30 kbps or so which is worse than what is available on a second grade service providers' network. At the same time I get excellent connectivity on Vodafone network and the difference in network strength is palpably visible. Shame on a network provider of the stature of BSNL !!
