I am not sure as of now if I will get enough time But I would like to try doing the following (If you have any inputs do let me know - that is the purpose of this post)1) Collect info on rights of customers related to broad band services2) Compile steps and share with all the steps to be taken when requesting disconnection and also how to maintain documents so that Service Providers do not get a change to fleece money from customers who do not get service.Why I want to do this is : I am really finding it hard with unsbuscribing from Tikona services. I feel I am being taken for a ride.Static IP for my use is must.I paid for static IP and was assured it will be given. The engineer who comes tells me the receiver model is "gemtec" and cannot be used for static IP. In one or two days it will be changed to "Nano loco 2" model.Waiting for static IP I would have used for couple of days.The change of device never happens. I insist by following up regularly. They made me cancel all my appointments over the weekend and wait at home only for the engineer to come by Sunday evening who never knew what is static IP. He tells me he will change the receiver and goes to terrace. After waiting for some time I go to terrace only to find out he was casually talking over the phone and when I ask him why you have not changed, he says he does not have a spare receiver. This is almost 45 mins after he came. I really get annoyed, but get convinced when he said he will go and get one. No one turned up.I call up and ask for disconnection. I was answered someone from disconnection team will call up (more than once this happened) and no one calls up.All these time I had switched off the receiver. I get a bill for services not rendered. I insist on termination and I get a mail send mail from registered mail id.It has become a big head ache for me.
 
The excuses they are giving about the static IPs are bunk - the static IP is assigned at their end, it has nothing to do with what device you have... any device can be used like this, but in any case I'd choose the LocoStation because it's a better device.

^Good. Emails are your best shot at recourse - they can easily claim you've never called to cancel or whatever but emails are a bit harder to deny.

I find that the contents of the PDF do not cover the ambit of the issue I am facing.

Taking money for STATIC IP and not assigning one.

Sending a bill for services not rendered.

They can take recourse of loop holes in laws. I may take a decision to fight it out to the last, depends on my work commitments with my employer,

Let me google out for more information on consumer rights and ISPs in India.

If any one can post me the legality part of recording a conversation with the CC or the field engineer would stand good in the courts of law it would help me out.

In short, you don't have many - the courts have been receiving too many complaints about ISPs/Telcos so instead of telling the ISPs/Telcos to fix their problems, they said "we don't receive complaints about this anymore".

What you're probably looking at therefore is not telecom-specific law, but general consumer law in India.

A visit to their city office, with some 'noise' and 'anger' for company would make them come over to placate you. Works with most service providers.
