Getting Error 691

Here is my problemWhen ever i restart or turn off my pc or modem alone i get error 691 while connecting to internet . But if i turn off my pc along with my modem and then turn on both i have no error.Guys please help me.

You should log out from the client before you shut the pc .. if you forget to log out from the you client and restart your pc it will give you error 691 for sometime and after 10 mins or so u will beable to login again .. yes i know its a funny thing .. so next time log off from the you client and then shut the pc and when you restart 90% you wont get this error ...
