I don't think this is spam. I've also been getting one text a day regarding this for the past 2 -3 days. I guess it comes under something like "Issued in Public Interest".

the messages are from Department Of Delhi Disaster Management Authority. considering i live in gurgaon, they are essentially spamming me. have been reporting all their sms messages. too bad, it is unlikely to change things.
