TTL may additionally manage customers’ bandwidth at peak times to preserve the best experience for the maximum number of users.

TTL reserves the right to review and apply network protection controls in case of peer to peer file sharing etc. The same is meant to safeguard the quality of service for other customers

Now I understand why Tata Photon behaves so ugly even on small file downloading . Totally crap. Yesterday I wasn't able to update even handset firmware on Tata Photon+ .I think I shouldn't make a 2nd try and this filthy strategy of TTSL can cause serioud issues if it stops in between some imp work.
 
Not sure how relevant to India, but Tata may also be following such strategies

A Wireless Carrier's Challenges in Managing Data Demand

A hot-button issue was the network's data policies, which have come under intense scrutiny as its smartphone customers have discovered that Mobilicity aggressively shapes bandwidth and throttles data. Some users have reported repeatable instances where initial data speeds hit the 2 Mbit speed limit (as set by the carrier) but slow down to 0.05 to 0.15 Mbit after watch YouTube HQ videos on their devices.

Following an investigation by HowardForums, Mobilicity CEO Stewart Lyons revealed the carrier's current policy that if a user consumed more than 100 MB within a 15-minute window, he or she would be tagged for temporary throttled speeds. That works out to be 111 kb/s or 0.888 Mbits/s averaged over 15 minutes. Lyons revealed that this was to stop its customer base from using Netflix on Mobilicity.
Mobilicity also employs a deep packet inspection box to curb BitTorrent usage. Due to the number of ways BitTorrent may be masked, BlackBerry Maps was a false positive and was temporarily banned from use. Current users are also reporting that SSH is blocked, leaving Mobilicity who want to remotely access other machines through that protocol out of luck.
 
Nice Article. So this kind of monitering and restriction exists . I am sure Tata is following it and others may soon join the line.
 


Ok. Now I got it. My browsing speed is good on Photon+, but if I try to download some file or try to update Windows, Anti-virus, or any software, it takes very long time. But it happens sometimes. Sometimes file download happened very fast as well.
 
If the ISP is offering un limited data down load, there is some logic in monitoring usage pattren.netflix is not viable as a business as they are depending on unlimited data download offered by ADSl/Fiber/Mobile braod band operators.In India except MTNL Mumbai ( little bit MTNL Delhi as the download allowance is generous),all mobile 3G (both GSM and CDMA like Netconnect,photon and MTS )are measuring data used and sell 5 gb/10gb recharge packs. so there is no justification of controlling speed as long as customer is paying Re /mb or Gb.In fixed line ADSL most companies are having FUP .after that 128 kbps/256 kbps speed like that.so In India there is no justification of speed throttling as there is no real unlimited high speed BB. ( network not able to handle is a different issue)
