My ip range changed by bsnl ,getting low speed

I am using bsnl 500c plan for the last 2 yrs have been getting constant 2 mbps speed . But since last 2 days bsnl shifted me to new ip range of 117.XX . And since then i'm not even getting more than 1 mbps speed ,sometimes it goes even lower. I didnt apply for any change and why they shifted me to NIB 2 is beyond my understanding.Anyone having similar problem and can i complain abt it ????

and recheck speed.

yesterday it was abt 950kbps now its pathetic , changing dns isnt wrking either ,

also my i'm not able to check usage of my account as the bsnl portal isnt showing records after the point i was shifted to new ip range , any solutions???
