"Unified licence will be given without any spectrum. Licensee has to separately apply/bid for obtaining spectrum as per the prevailing policy," Trai said, while adding that the new licence will be technology neutral and companies can provide any form of communication service - mobile, landline, long-distance services, internet, satellite amongst others.

Currently, telecom companies need separate licences for each type of service such as GSM, CDMA, 3G, broadband wireless (4G), internet, Direct-to-Home and radio amongst others.

Compared to the individual licensing fees for the respective technologies, this is a bargain (as you'd notice from the first paragraph), and Hayai will jump at it should it be introduced. I notice that it doesn't give any ability to offer phone services (that is, PSTN integration) - but this can be got around by utilizing mobile (even 2G) technologies... kind of a "fixed cellular" type service, not unlike what is being offered in the UAE and less obviously, NZ.
 
Yeah i knew it coming.. ofcourse MDA has 4G license and only data phones will not make sense.. hence 20Crs (plus maybe some underhand money) and wow.. pan india 4G spectrum + unified license to give complete service...remember the old days of RIM when reliance and TATA gave multi hundred of crores penalty for offering Roaming on Wireless in Local loop before CDMA was given a unified license.....????
