User ID & IP address change

Today morning BSNL ppl called me and informed tht mu user ID is changed and the connection wud be disconnected for 2 hrs and there after I can connect with the new username they gave me.I asked that guy any specific reason for . As always that jerk did not know and said some work is going on.I checked my IP and its changedPreviously was 59.x.x.xNow changed to 117.x.x.xChecked the speed still the same 256k on 625 UL

This change happened for me almost a year back. They have two networks and I guess they are trying to migrate all customers to the new 117 series of network.
