A Vodafone Customer Care rep. I called on your helpline no. was having a hard time trying to explain the difference b/w the LIFETIME & LIFELONG.
According to him only Vodafone LIFETIME customers (customers who got their connections on or before 2005) are entitled to use RC-149.
LIFELONG customers (like me, which he said he knew once he put my no. through the system) need to do mandatory Rs. 200/- recharge every 6 months.
Also, no "TRUE" per-second plan is available & I have to do a Bonus Card recharge worth Rs. 41 every 6 months/180 days.
But every automated message I have received so far from Vodafone goes like this :
"To enjoy LIFETIME validity u need to do Mandatory Rs200 rchrg in last 6 months.Plz rchrg by [date] to prevent DISCONNECTION.
Plz ignore ths SMS if already rchrgd".
So does that make my plan LIFETIME or LIFELONG ? Care to shed some light on that? How am I supposed to proceed properly if every information dispensed from your end is contradictory?
Is it not high time that your esteemed establishment quit with the LIFETIME/LIFELONG BULLSHIT and stopped feeding the paying customers with useless jargon?
Soon after your reply, I came to notice that the previous tariff plans for Kolkata
have all been changed/removed/hidden and replaced them with some so called *new* plans.

Nobody in the Customer Care of a Vodafone Store I visited, located at 204, Sarat Bose Road, Kolkata - 700029,
had heard of these *new* plans and they didn't seem to care much.
Their biggest interest seemed to lie in somehow convincing prospective/existing customers to get "POSTPAID" plans. They really seemed extra intent in PUSHING the POSTPAID PLANS.
Even if you're in a long queues, you can cut the line short, by telling them you need "POSTPAID".
They will be your BFF... [Pun intended!]
Also they didn't shy from asking why I needed the per-second-pulse plan anyway? Yeah, why? Why would anyone ever want the pay-per-second plan?
They said that I would run into losses if I opted for the pay-per-second plan... Some logic, huh?
But they didn't forget to remind me that there is always a dedicated pay-per-second POSTPAID plan... Ha ha.
Isn't it funny, how helpful your customer care is/can be?
Instead of changing your plans/stories the moment you're posed with a question, please try to get your house in order and stop trying to swindle your customers.
You can only fleece the customer for that long... MNP ahoy!

When I inquired about "Recharge 149", see image:

The rep. there said it was possible to avoid mandatory Rs. 200/- recharge, if I use the ^above RC-149. It will give me 1yr validity.
When the sales guy did an easy recharge for 1yr validity worth Rs. 149/-,
instead of getting a msg. reflecting validity or only Rs. 10.13/- increase in previous balance, got a msg. saying:
Your account has been refilled successfully by Rs. 133.09.
Your Vodafone prepaid account balance is Rs. (Previous Balance+133.09)
Does this mean the sales person did a talk-time recharge of Rs 149/- instead of a validity recharge?
When inquired, he said that it will take atleast 4hrs for the validity to reflect in my account.
Even after 4hrs, there was no such confirmation.
When I used 140 helpline to check my acc. validity, the IVR said same thing (before/after recharging):
Account validity: 31-Dec-2013
Balance validity: 15-Jan-2014
It should have been as far as I can comprehend:
Account validity: 14-Nov-2012
Balance validity: 14-Nov-2012
So Vodafone messed up pretty much.
Do you want to come out of Lifetime validity and go for yearly validity recharge. If yes then you already have done that by recharging it wit 149.
Yes, I wanted to opt out of Lifetime/Lifelong/whatnot.
And what about your main issue which was of Pay Per Second ??
They are unaware of prepaid Rs. 61/- plan that has the pay-per-second facility by default without any pay-per-second validity restriction.
No one in Voda. csc has heard of it, they always deny it or say its not available with them.
But its still listed here:

(in the excel sheet, look for 'Per second pulse' with MRP of Rs. 61/-)
They always insist you to go with Rs. 49/- basic/starter pack and say that pay-per-second facility is being provided to you for free for the 1st yr only.
After 1yr, one has to recharge with Bonus Card worth Rs. 41/- every 6 months (yes, bonus card validity has been reduced from 1yr to 0.5yr)
to carry on with pay-per-second facility sothat, they can pocket Rs. 82/- every year for a facility that TRAI has made compulsory as an option for every new connection.
Therefore "pay-per-second" plan, yes but with strings attached.
