Using Telnet Illegal Or Legal?

Hi,I have a question here.Actually I am practising some commands over telnet because I want to integrate them in one of my VB App where the App will automatically connect to the ISP server to check for data related to internet usage and show a report to the user. I want to use Telnet via my app(I still don't know whether BSNL support user requested data on internet usage over telnet or not, just test). May be they are running Linux PPC.Anyway will it be illegal if I test it on that server?Bye
 
what kinda commands r u using with telnet? are u telnetting to port 80 to fetch the data? that should be pretty safe..
 
using telnet is not illegal . you can use it toget dataone usage records .
