hi, my friend will be sending me a MTNL 3g sim from New Delhi, i just want to know after activation of sim, can i directly recharge the data plan or first i have to use FRC. and can u guys also tell me what willbe the APN settings.

The sim needs to be activated from New Delhi by dialling a number then you can use it in roaming.The apn for any mtnl sim is "mtnl.net"

I am on FCR75 in MumbaiCan i change the base plan by buying any other FCR of my choice?and if yes how can I buy it? is it online or only erecharge or paper recharge?

Yep, you can change your base plan as many times as you want. Mtnl's own recharge portal works just fine.
